Hypoxia means there isn’t enough oxygen reaching the tissues to meet their metabolic needs. It’s a tissue-level shortage, not just low oxygen in the blood. You can have normal arterial oxygen saturation but impaired delivery to tissues, or conditions that prevent cells from using oxygen properly.

High carbon dioxide points to hypercapnia, a separate issue. A low pH can accompany hypoxia due to lactic acid buildup from anaerobic metabolism, but it isn’t the definition of hypoxia itself. Normal oxygen would mean no hypoxia.
